Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.In this position, you will serve as an Engineering Technician. Typical assignments include:
Planning, developing, executing and reviewing complex and unique drawings and integrating drawings from a variety of engineering areas. Serving as Geographic Information Systems specialist supporting the General Engineer in printing and plotting maps and models. Working with General Engineers and Facilities Specialists to conduct inspections, research and analysis of buildings, facilities and grounds to locate and solve problems in aging facilities and their associated systems. Serving as the Center for Domestic Preparedness (CDP) point of contact for property boundary management on all projects and relationships working with McClellan Development Authority (MDA) and United States Army National Guard. Performing as the Contracting Officers Representative (COR) responsible for inspection, review and verification of contractors' work efforts, reports, plans and invoices for infrastructure project contracts executed by U.S. Army Corps of Engineers (USACE) and/or Small Business Administration (SBA) contractors. Current Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service. The time-in-grade requirement must be met within 30 days of the closing date of this announcement.The qualification requirements listed below must be met within 30 days of the closing date of the announcement. You qualify for this position at the GS-12 level (starting salary $74,660) if you possess the following:
One full year of specialized experience equivalent to the next lower grade (GS-11) in the Federal Service. This experience may have been gained in the federal government, a state or local government, a non-profit organization, the private sector, or as a volunteer; however, your resume must clearly describe at least one year of specialized experience. Specialized experience for this position includes:
Planning and executing infrastructure projects with unique drawings which involve a variety of engineering areas, Creating work packages to include detailed project cost estimates for construction projects, Utilizing Computer Aided Drafting and Design (CADD). ANDExamples of qualifying specialized experience include technical work in:
drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as:
Planner and estimator who analyzed designs for production purposes. Instrument maker or model maker who performed design or development work on devices fabricated. ORCertification:
Engineering technicians may be certified by the National Institute for Certification in Engineering Technologies, an organization sponsored by the National Society of Professional Engineers. Certification by the Institute will be helpful as a measure of the technician's quality of experience. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and provides valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.NOTE:
